I am unable to install MSOfc Small Business 2000. When I insert CD, Windows Installer prepares to install but

I receive an error message that states: This patch package could not be opened. Verify that the patch package exists and that you can access it. The CD is in mint condition, and I have downloaded the proper Windows Installer for this pc. Any and all suggestions are welcome. Thanks in advance.

Is there something in the registry that would make it think you have a version already installed?
